HUD homes explained · Colorado
What is a HUD home?
A HUD home is a house the U.S. Department of Housing and Urban Development owns because the previous owner’s FHA-insured mortgage failed. HUD sells it as-is, by sealed bid, through HUD-registered brokers, and in Colorado that is what you see on this site every day.
How a house becomes a HUD home
- An FHA loan goes into default. The borrower misses payments on a mortgage insured by the Federal Housing Administration. The lender must try loss mitigation first: a repayment plan, a loan modification, a partial claim, or an FHA short sale.
- Foreclosure or deed-in-lieu. In Colorado the lender files with the county Public Trustee. The sale happens about four months after the Notice of Election and Demand. If nobody outbids the lender at auction, the lender takes the house back.
- The lender files the FHA claim. FHA pays the lender what it is owed. In exchange the lender conveys the house to HUD. This is why HUD homes are also called FHA foreclosures or FHA REO.
- HUD’s asset manager lists it. HUD’s contractor for Colorado, Raine and Company, orders an appraisal, assigns a financing code (IN, IE or UI) and lists the home on HUD Home Store at the appraised value, with a local listing broker on the sign.
- Buyers bid through a HUD-registered broker. Owner-occupants get an exclusive window first (15 days on insured homes, 5 on uninsured). Bids are sealed. HUD takes the bid that nets it the most money, not necessarily the highest price.
- Closing on HUD’s clock. Cash closes in 30 days, financed purchases in 45, counted from the day HUD signs. Extensions cost money. The home is sold as-is, with no repairs and no negotiation.
HUD home vs. foreclosure vs. bank-owned vs. short sale
People use these words as if they mean the same thing. They do not, and the differences change how you buy.
| HUD home | Bank-owned (REO) | Foreclosure auction | Short sale | |
|---|---|---|---|---|
| Who sells | HUD, through its asset manager | The bank or servicer | The Public Trustee, on the courthouse steps | The homeowner, with the lender’s approval |
| How you offer | Sealed bid on HUD Home Store, through a registered broker | Normal offer, usually negotiable | Cash bid at the sale | Normal offer, then weeks of lender review |
| Inspection | Yes, before you bid, utilities on | Yes | No interior access | Yes |
| Repairs | None. As-is. | Rarely | None | Rarely |
| Financing | FHA, $100 down on insured homes, 203(k), conventional, cash | Any | Cash | Any |
| Who gets first shot | Owner-occupants | Anyone | Anyone with cash | Anyone |

What makes HUD homes different
Price
Listed at appraised value, often sold below it
HUD lists at the appraisal, then accepts bids that net about 85% to 88% of list on most homes, and drops the price every 30 to 45 days when a home sits. Colorado HUD homes have recently ranged from about $100,000 in Pueblo and the plains to more than $500,000 in the Denver suburbs.
Owner-occupants first
Investors wait
For 15 days on an insured home and 5 on an uninsured one, only people who will live in the home, nonprofits and government agencies can bid. That exclusive period is the single biggest advantage a regular buyer has in this market.
Financing codes
IN, IE and UI tell you the loan
IN means FHA-insurable as-is. IE means insurable with a repair escrow under $10,000. UI means uninsured: a 203(k), conventional loan or cash. The codes, explained.
$100 down
HUD’s own down payment program
On insured HUD homes bought with FHA financing by an owner-occupant, HUD allows a $100 down payment instead of 3.5%. How the $100 down program works.
Incentives
50% off for public servants
Teachers, police, firefighters and EMTs can buy HUD homes in revitalization areas at half price through Good Neighbor Next Door. HUD also sells Dollar Homes to local governments.
The catch
As-is, on a deadline, no second chances
HUD fixes nothing, negotiates nothing, and keeps your earnest money if you cancel without a documented reason. A missed deadline sends the home to the next bidder. The 10 steps to buy one.
Why Colorado has more HUD homes coming
HUD inventory tracks FHA defaults with a lag of a year or more. Colorado FHA borrowers who bought in 2022 and 2023 at peak prices with 3.5% down are the ones most exposed when prices soften, and FHA loss mitigation stretches for months before a home is conveyed. When the pipeline moves, it shows up here first: the Colorado HUD inventory report counts every HUD listing in the state, by city, price band and financing code, refreshed twice a day.
If you are the owner behind on an FHA loan, the better outcome is usually to sell before the house becomes HUD’s. Start with how an FHA short sale works in Colorado.
Questions people ask about HUD homes
Are HUD homes only for low-income buyers?
No. Anyone can buy a HUD home. HUD does not check income. The FHA loan you might use has credit and debt-ratio rules, but no income cap.
Can anyone bid on a HUD home?
Yes, through a HUD-registered broker. Owner-occupants bid first during the exclusive period; investors bid once it opens to all bidders.
Why can’t I buy a HUD home directly from HUD?
HUD only accepts bids entered on HUD Home Store by a broker with a HUD NAID number. The broker’s commission is paid by HUD out of the sale, so the service costs the buyer nothing.
Are HUD homes a good deal?
Often, for an owner-occupant who inspects first and bids inside the exclusive period. The discount is real, the competition is lighter than a regular listing, and HUD pays up to 3% toward closing costs if you ask. The risk is condition, because HUD sells as-is.
How many HUD homes are in Colorado right now?
Usually a few dozen statewide, turning over every week. The live count, by city and price band, is on the inventory report, and every listing has its own page on HUD homes for sale.
Is a HUD home the same as Section 8 or public housing?
No. Section 8 is a rental voucher program and public housing is owned by local housing authorities. A HUD home is a single-family house HUD took back from a failed FHA loan and is selling to the public.
