FHA and HUD home buyers want to know two things after the November 3, 2026 election: does it change FHA loans or HUD homes, and is now a good time to buy a HUD home in the Denver area? Democrats won the U.S. House and, by major networks’ projections, the Senate, with a few races still being counted the next day. Nothing about FHA loans, HUD homes or the bid process changed on election night. What did change is the Denver market itself, and the October numbers favor a prepared FHA buyer. Call or text 303-955-4220.
A HUD home is a one-to-four unit house that had an FHA loan, went through foreclosure and is now owned by the U.S. Department of Housing and Urban Development. What a HUD home is covers the basics, and only a HUD-registered broker can place a bid.
Does the 2026 election change FHA loans or HUD homes?
Not yet, and not by itself. FHA loan limits, mortgage insurance premiums and HUD programs such as Good Neighbor Next Door are set by HUD rules and by the budget Congress passes. The new Congress is sworn in in January, and changes to housing programs usually take months after that. Today’s rules are the ones that apply to a bid you place this week:
- Owner-occupant buyers get a 15-day exclusive bid period on insured HUD homes, 5 days on uninsured homes.
- HUD pays up to 3% of the price toward closing costs if you ask for it in the bid.
- Earnest money is $500 on homes under $50,000 and $1,000 above that.
- Cash purchases close in 30 days and financed purchases in 45.
What did the Denver market do in October 2026?
The Denver Metro Association of Realtors’ October 2026 report, released November 4, shows a market where buyers have more room than at any point in years:
| Denver metro, October 2026 | Number |
|---|---|
| Closed sales | 2,748, down 23.54% from October 2025 |
| Active listings | About 13,000 |
| Median condo and townhome price | $375,000, down 3.25% from a year earlier |
| Median detached home price | $645,000 |
| Median days in MLS | 48 for condos and townhomes, 26 for detached homes |
| Sales with a seller concession | 65%, averaging $12,557 |
DMAR put condo and townhome supply at more than seven months, a buyer’s market by any measure. That is where most FHA buyers in the Denver area shop.
How much can a seller pay toward an FHA buyer’s costs?
FHA lets a seller contribute up to 6% of the sales price toward the buyer’s closing costs, prepaid items and discount points. On a $375,000 condo, that is up to $22,500. October’s average concession, $12,557, is about 3.3% of that price, so most sellers’ offers fit well inside the FHA limit.
FHA 6% seller-contribution limit vs October’s average concession
Two FHA rules matter more than usual in a condo-heavy search. First, the condo project has to be FHA-approved, or the unit has to qualify for single-unit approval, so check before you write an offer. Second, a HUD home is sold as-is; HUD does not pay concessions beyond the closing-cost help you request in the bid, so the negotiation happens in your bid price.
Are HUD homes still a good deal when sellers are paying concessions?
They can be, for different reasons. A HUD home comes with the FHA $100 down option on eligible homes, the owner-occupant head start and up to 3% in closing-cost help. A regular listing in today’s market may come with a seller credit and an inspection repair. Compare both on the payment and the cash you need at closing, not on list price. Are foreclosures rising, and will that mean more HUD homes?
Foreclosures are up from a low base. ATTOM counted 40,277 U.S. properties with a foreclosure filing in August 2026, 13% more than a year earlier. More FHA foreclosures can mean more HUD homes later, but the path takes many months, and many owners sell first through an FHA short sale or loss mitigation. An FHA owner who is behind on payments should call a HUD-approved housing counselor (800-569-4287, free) and look at selling before the foreclosure sale; see short sale help on kennarealestate.com.
Should FHA buyers wait for rates to drop?
Elections do not set mortgage rates. Freddie Mac’s 30-year fixed averaged 7.18% on November 5, 2026, down from 7.24% a week earlier. FHA rates are quoted separately and often run a little lower. If rates fall later, a streamline refinance is an option for FHA borrowers. The concessions and the condo supply in October’s numbers may not last once rates drop and more buyers return. Questions FHA and HUD buyers are asking
Did the 2026 election change FHA loan rules? No. FHA rules are set by HUD and by the budget Congress passes. The new Congress is sworn in in January 2027, and changes usually take months.
How much can a seller pay on an FHA loan? Up to 6% of the sales price toward closing costs, prepaid items and discount points.
Do HUD homes come with seller concessions? HUD pays up to 3% of the price toward closing costs if you request it in the bid. HUD homes are sold as-is, so repairs are negotiated through the bid price.
Can I use FHA on a Denver condo? Yes, if the project is FHA-approved or the unit qualifies for single-unit approval. Ask your lender to check before you offer.
Are there more HUD homes coming? Foreclosure filings are up from a year ago, which can mean more HUD homes in coming months. The live list on this site updates every day.
