County and city down payment programs for HUD homes in Colorado

Aurora lends 4% to 10%. Adams County lends $10,000 if you work there. Douglas County lends $15,000. Greeley pays up to $8,000. Every one of them works on a HUD home, and most of them run out of money before the year ends. Here they are, county by county.

For households with someone employed by an Adams County employer.

The local programs, county by county

These change with every budget year and some run out of money by summer. What is below is what the programs publish as of September 2026; we confirm the current round the week you bid. All of them work on a HUD home when the loan type fits the listing code.

City of Aurora Down Payment Assistance

The city lends 4% to 10% of the purchase price as a silent second with no payments and no interest, repaid when you sell, refinance or pay off the first mortgage. Household income up to 120% of area median income (about $168,120 for a family of four). The home must be inside Aurora city limits. Apply through the city’s Neighborly portal or call 303-739-7900. The older HOAP loan (up to $10,000, under 80% of area median income, first-time buyers) may still be offered; ask.

Adams County Homebuyer Assistance

A $10,000 interest-free loan toward the down payment or closing costs on a home in Adams County, for households with at least one person employed by an Adams County employer, as published by the county program. Funding is limited each year; ask whether a round is open before you bid.

Douglas County Housing Partnership

5% of the purchase price, up to $15,000, for first-time buyers, structured as a 30-year second mortgage at 3% interest with a homebuyer class required. It pairs with FHA and conventional first mortgages.

G-HOPE, the Greeley Home Ownership Program for Employees

$2,500 to $8,000 depending on the zone you buy in (up to $8,000 east of 8th Avenue, up to $6,000 between 8th and 14th), for full-time employees of employers based in the program area. Run by the City of Greeley.

Denver Department of Housing Stability

Denver sponsors metroDPA on behalf of the Metro Mayors Caucus and runs its own affordable homeownership programs through the Department of Housing Stability, with income and price limits that change with each funding round. On a HUD home inside the city, metroDPA is the one to start with.

Jefferson County

There is no county-run down payment loan we can verify this month. Foothills Regional Housing, the county housing authority, points buyers to CHFA and metroDPA, which both cover Jefferson County. If a city or nonprofit round opens, we tell you on the phone.

Arapahoe County

There is no county-run down payment loan we can verify this month. metroDPA and CHFA both cover Arapahoe County, and bank-funded grant rounds (NeighborhoodLIFT and similar) have come and gone here; ask whether one is open the week you bid.

Impact Development Fund

Impact Development Fund administers down payment loans in Weld and Larimer counties with funding cycles that open and close during the year. Johnstown sits on the Weld and Larimer line, and Larimer County participates in metroDPA, so which side of the line the home is on matters. Ask before you bid.

Boulder County and the City of Boulder

Boulder County’s down payment program lends up to 10% of the price, capped at $40,000, to income-qualified buyers; the City of Boulder publishes a guide to every program that applies inside the city. HUD homes in Boulder County are rare, and when one appears this is the stack that makes it possible.

El Paso County (Fountain, Colorado Springs)

The Pikes Peak Down Payment Assistance program, run through El Paso County, helps buyers in Colorado Springs, Fountain and the rest of the county with a deferred second; income limits apply. Colorado Springs and Fountain carry HUD listings most months.

Employer-based programs are the ones people miss. Adams County and Greeley tie their help to where you work, not where you live now. If your employer is in Adams County or the Greeley program area, you may qualify for a home anywhere in the county.

How a local program stacks on a HUD home

  1. Loan first: FHA with HUD’s $100 down on an IN or IE listing, or conventional.
  2. Then the local second or grant: Aurora’s 4% to 10%, Adams County’s $10,000, Douglas County’s $15,000, Greeley’s up to $8,000.
  3. Then HUD’s closing-cost help if the bid can carry it. Most local programs allow one other second lien; two is where files die, so CHFA’s grant is the safer pairing than CHFA’s second.
  4. Then the class, because nearly every local program requires one, and it has to beat the HUD closing date.

Why buyers miss the local money

  • Nobody at the lender mentions it. Local programs are small and paperwork-heavy; many lenders skip them.
  • The round closed. Aurora and Adams County fund by the year; ask in January, not November.
  • The address is on the wrong side of a line. Littleton, Westminster and Johnstown each sit in two or three counties.
  • The employer rule. Adams County and Greeley want your employer in the area; a Denver job may not count.

Questions about local programs

Can I combine a county program with CHFA or metroDPA on a HUD home?

Usually with one of them, not both, because most programs allow only one other second lien. A CHFA grant is not a lien and pairs with any of them. Your lender orders the stack; ask before you bid.

Do local programs require me to be a first-time buyer?

Most do (no ownership in the last three years), including Aurora’s older HOAP loan and Douglas County’s program. metroDPA does not. Ask about the specific program.

How do I find out if a program still has money?

Call us or the program office the week you start looking. We check funding for the counties our HUD buyers bid in every month.

Do these programs work on a HUD home that needs repairs?

On an IE home, yes, with FHA and the repair escrow. On a UI home the loan has to be a 203(k) or renovation loan, and only some local programs allow that; Aurora’s city program has been used with 203(k) financing, others have not.
